The U.P. Academy of Administration & Management (UPAAM) is the premier Training
Institute of the State. The Uttar Pradesh Academy of Administration was established
as an Officer Training School in Allahabad in the year 1951 to provide Foundational
and Professional Training to Officers of the All India Services and the State Civil
Services. In 1958, this Officers Training School also conducted regular training
programs for judicial officers of the State. Later in the year 1971, the Officers
Training School was transferred to Nainital and established at Ardwell Camp. In
the year 1974, the School was named as Administrative Training Institute (ATI).
ATI imparted Foundational and Professional training to all the officers selected
by U.P. Public Service Commission, providing in-service training to the officers
of State and Central Government.
Apart from imparting various types of training to the officers of the State Government
as well as Central Government, ATI also began to undertake research activities.
Keeping in view the changing scenario of training and wide expansion of activities
of ATI, it was declared as an apex training institute. In 1998 it was renamed as
U.P. Academy of Administration (UPAA). After the formation of Uttarakhand, the Uttar
Pradesh Academy of Administration, Nainital became the Uttaranchal (later Uttarakhand)
Academy of Administration. Keeping in view the need for an Administrative Academy
for the State of Uttar Pradesh, the Government of Uttar Pradesh established the
U.P. Academy of Administration in the campus of Deen Dayal Upadhyaya State Institute
of Rural Development, Bakshi-ka-talab, Lucknow in August 2001. Later in June 2003,
the State Government decided to merge the U.P. Academy of Administration with the
erstwhile Institute of Management Development U.P. (IMDUP), and christened it U.P.
Academy of Administration and Management (UPAAM). The U.P. Academy of Administration
& Management is governed by a high-powered Board of Governors under the Chairpersonship
of the Chief Secretary of the State. The Principal Secretaries /Secretaries of various
important Departments, Managing Directors of Public Sector Undertakings and Directors
of Management Institutions are the ex-officio members of the Board. A full time
Director General is the Executive Head of the Academy.
The present Academy imparts Institutional Training to officers of Indian Administrative
Service, Foundational/Professional training to the officers of the State Civil Service
(Executive Branch), other Combined Civil Services of the State, U.P. Secretariat
and Engineers of Public Works Department Excise Department, Labor Department. etc.
The Academy also organizes short-termrefresher courses for various Government Departments.
Besides, the Academy is authorized by the State/Central Government to organize Master
of Trainers (MoT), Design of Training (DoT), Direct Training Skills (DTS) and other
Trainer Development Programme (TDP) courses being sponsored by the Department of
Personnel & Training, Government of India. Additionally the Academy has Disaster
Management, RTI and DFID Project Cells and conducts training courses in these three
streams.
The logo of Academy says that Academy is training the officers with the objectives
to help those who are suffering from any kind of bias.
